Shortly after moving to the township in 1993, he fought against a proposed housing development near his home. He fought so hard, in fact, the developer annexed the land into Galena and completed the project.

So it was with that episode in mind that Holtry on Monday cast the deciding vote to accept a recommendation from the township’s zoning commission to approve an application from national developer Simon-Tanger, for an outlet mall just off the Interstate 71/Ohio 37/U.S. 36 interchange.]]></description>
