Sunbury’s commemoration begins with a 10 a.m. program at JR Smith Park, moves via parade to Veteran’s Memorial on the northwest corner of Village Square for a wreath laying ceremony, and disperses following a final ceremony in Sunbury Memorial Park.

The program at J.R. Smith Park is hosted this year by members of Sunbury’s Col. Benson Hough Post 457 American Legion. The keynote speaker for this year’s Sunbury Memorial Day ceremony will be Korean War veteran Robert Burr.
According to crash data assembled by the American Automobile Association, a.k.a. AAA, car crashes are the leading cause of death in teens, and more teen driver fatalities occur between Memorial Day and Labor Day than any other time of the year. Seven of the top 10 deadliest days for teen drivers occur during the summer months.

Triple-A statistics also note that proper vehicle maintenance can help reduce the risk of crashes and roadside breakdowns. In addition, correcting certain detected problems can help improve fuel efficiency.

On Thursday, May 9, the week before Big Walnut High School’s Junior Senior Prom, AAA technicians inspected 71 vehicles at the high school. During high school vehicle inspections, AAA technicians identified potential problems with vehicle belts, hoses, tires, lights, fluid levels and batteries.

During Monday evening’s Big Walnut Local School District Board of Education meeting, district treasurer Felicia Drummey said district revenue for the current fiscal year is on track to be 2 percent higher than projected

“Income tax is also running well above projections,” Drummey said. “I anticipated a 5 percent income tax increase, it’s running at 8 percent, generating $441,000 more for the year than we anticipated - evidence that the economy is coming back.”

Drummey also noted that district expenditures are on track with projections, and for the fiscal year should be one percent less than projected.

In presenting the May five-year forecast, Drummey said that document is the first measure of the district’s fiscal health – how revenue coming in compares to revenue going out.

Fujii was speaking about Big Walnut teachers like Alan Frank that take on projects where students create a product or design solution for an outside client that’s used in the real world.

The idea being that students who roll up their sleeves and produce something for a client that will then be used outside of the school engages student’s attention more than if they were creating a pretend solution to a pretend problem that will never see the light of day.

Hall said the bid opening to determine the lowest and best bid would be held at 12 noon on Wednesday, May 24.

Sunbury Town Hall has needed a new roof for some time. There have been leaks in council chambers, the metal roof is corroded and breaking apart around the perimeter, the painted coating is failing, and nails are pulling out.

Late last year Hall brought in Dan Bonham from his office to inspect the interior and exterior of the roof to determine its exact condition, and the nature of needed repairs when the roof is replaced.

The Village of Sunbury recently held its annual Arbor Day celebration as part of the community’s requirements for maintaining Tree City USA status with the Arbor Day Foundation.

Communities achieve Tree City USA status by meeting four core standards of sound urban forestry management: maintaining a tree board or department, having a community tree ordinance, spending at least $2 per capita on urban forestry and celebrating Arbor Day.

Tree City USA is a large and growing fraternity of 3,400 communities; over 135 million people live in a Tree City USA community.

Sunbury attained Tree City USA status five years ago and each year as part of its Tree City USA requirement held a brief tree planting ceremony. This year members of the Village of Sunbury Tree & Landscape Commission decided to place tree identification markers next to 20 pre-selected trees on village square in lieu of tree planting as an Arbor Day requirement.

Greg Yurkovich approached two suspicious individuals with a work van at the Red Bank Harbor area when the two men assaulted him. Lieut. Yurkovich was able to activate his radio’s emergency button before the men began dragging him towards a wooded area.

An emergency button alerts dispatchers to send all available officers in the area to provide assistance. A police source said approaching sirens might have prevented the assailants from doing further harm to Yurkovich, who was unresponsive when officers arrived at the scene.

After Yurkovich was released from Grant Medical Center Friday afternoon Genoa Township Police Chief Robert Taylor issued a press release stating that due to information and tips that the Genoa Township Police Department and Delaware County Sheriff’s office have received from the public, a task force was being assembled to investigate the assault.

Ohio Commander Chris Callen designed the flag, which will represent the Ohio Association in future events such as parades, public events, and Honor Guard ceremonies.

“As you know the Ohio Combat Infantryman’s Association was formed for the purpose of representing U.S. Army Combat Infantry Badge recipients throughout Ohio,” Callen said. “Since our inception our membership is growing and we are continuing to look for new members. Hopefully with our flag being represented during future events we will attract more members once they realize the Association exists.”

Google Common Core State Standards and you come up with a host of hits - 37,700,000 hits to be exact. The Common Core Standards, as they are popularly known, are getting media attention across the spectrum, from more respectable and knowledgeable media outlets like the New York Times, The Washington Post and National Public Radio, all the way down the proverbial food chain to bottom feeding bloggers.

During Monday evening’s Big Walnut Local School District Board of Education meeting District Director of Academic Achievement Angie Pollock briefly spoke about the new Common Core State Standards. She said she wanted to remind everybody Ohio school districts have been operating under very similar standards for well over a decade.

Pollock also noted that the district has been phasing in the national Common Core State Standards in English Language Arts and Math for the past three years. (Common Core State Standards can be misleading because the word State is in the title, but it means standards that will be common core standards in every state in the country that adopts the standards.) The other two standards areas, Science and Social Studies, are transitioning into what is called Revised Ohio Academic Content Standards.

On Monday evening members of the Big Walnut Local School District Board of Education accepted the resignation of assistant district administrator Gary Barber. In a letter dated Monday, April 1, Barber informed district staff that he had accepted a position as superintendent of the Marion City Schools.

Barber was hired as the Big Walnut High School Principal in 2007; he came from Franklin Heights, where he served as the Franklin Heights High School principal. In 2009, when former district superintendent April Domine resigned, Big Walnut’s assistant superintendent Steve Mazzi was tapped to take the district helm, and on January 1, 2009, Barber was selected to fill the vacated assistant superintendent’s position.

During the years that followed, Barber and Mazzi guided the district through a crippling recession, a major staff reduction, two failed emergency operating levies, one successful levy and a host of belt-tightening measures, while at the same time maintaining the school district’s Excellent rating on the Ohio Department of Education Report Card.

After 156 years of serving eastern Delaware County students the Galena Administration Building, formerly the Galena School and then a building serving Big Walnut Local School District students, was sold at auction on Wednesday, April 3.

Partially built in 1867, the present building’s footprint took shape with additions and renovations in the early 20th century. With 15,000 square feet of interior space and sitting on a .942 acre lot on a knoll, the historic building overlooked Galena Square and Big Walnut Creek.

Through the years since consolidation in the early 1950’s the Galena School building served a variety of grades, one through nine; and it was renovated in 1991 to house the Big Walnut Local School District administration offices.

On Sunday, St. John Neumann Parish officially broke ground on a project for a 17,559-square-foot church expansion which includes a day chapel building to be used for adoration and weekday Mass, as well as connectors for all four parish buildings.

The current church building was dedicated in September 2004 when the original 1983 church was outgrown. Since 2004, St. John Neumann Parish population has tripled to over 1,200 families. A long-range master plan created in 2010 by the work of numerous volunteers with input from all parish families, indicated the need for an expanded church after the Parish Offices and Faith & Family Center dedication in 2012, which provided education, office and social space for this dynamic parish.

Transepts will be added to expand from 500 seats to 1,000. The parish is also adding beauty, symmetry and proportion to the space with larger stained glass windows, a carved wood altar of repose, large Stations of the Cross and painted murals depicting the life to Jesus, Mary and Joseph. An immersion baptismal font will also be added, floors will be tiled, lights replaced and upgraded, new pews constructed, and a state of the art audio and video system will be installed.

When the colors were posted during the Friday, March 22, Patriot’s Pen ceremony at Big Walnut Middle School, four of Big Walnut’s nine members of the Delaware County Air Force Junior ROTC did the honors. Juniors Troy Young and Jacob Oppenheimer and freshmen Devin Wesolowski and Jordan Stonely performed their opening ceremony duties under the direction of their commanding officer, Lt. Col., USAF (Ret.) Russ Anible.

While members of the countywide unit are Air Force Junior ROTC Cadets and wear an Air Force uniform, Anible emphasized that Air Force Junior ROTC (AFJROTC) is not an extension of the recruiting services of any branch of armed service.

“The Air Force Junior ROTC is not directly connected with college- or university-level ROTC programs, carries no obligation to enter military service, and does not actively encourage any young woman or man to choose a career in the armed service,” Anible said. “Delaware County Air Force ROTC is a citizenship- and character-building program offered at Delaware Hayes High School and available to students of Big Walnut, Buckeye Valley, Olentangy, Olentangy Liberty and Olentangy Orange high schools.”

The 2013 4-H Project Open House offered parents and youth the opportunity to explore a variety of project areas and examine 4-H project books, while 4-H advisors and club members displayed project samples, answered questions and helped potential 4-H members find a suitable 4-H club.

Scott Cisco, 47, originally was charged with six counts of rape and three counts of kidnapping, all first-degree felonies, as well as one count of abduction, a third-degree felony. Cisco pleaded guilty in January to the lesser charges of one count of rape and abduction — a negotiation the victim’s mother said was accepted so her daughter wouldn’t have to face Cisco at trial.

If you’re walking or driving past Sunbury Town Hall on a Monday evening and wonder what all the teenagers are doing hanging out around the building and going inside, it’s a weekly meeting of Big Walnut High School’s Young Life.

Young Life is a non-denominational outreach ministry for high school students started in 1941 by Jim Rayburn. In 1938 Rayburn, a young Presbyterian youth leader and seminary student in Gainesville, Texas, was given a challenge. A local minister invited him to consider the neighborhood high school as his parish and develop ways of contacting kids who had no interest in church.

Rayburn started a weekly club for kids. There was singing, a skit or two, and a simple message about Jesus Christ. After graduating from seminary, Rayburn and four other seminarians collaborated, and Young Life was officially born. They developed the club idea throughout Texas, with an emphasis on showing kids that faith in God can be not only fun, but also exhilarating and life changing.

Holmes began stumping for Village Council to place the two residential and small business aggregation issues – electricity and natural gas - on the ballot well over two years ago; and when the issues reached voters they approved allowing the village to negotiate residential electric and natural gas aggregation by significant margins.
The village subsequently approved Belcastro to serve as its energy broker. Belcastro then negotiated an electricity aggregation program with Powell-based Border Energy; Volunteer Energy would be the village natural gas provider if a natural gas aggregation program moves forward.

School funding in Ohio relies on the concept of shared responsibility between the local and state government. Basically, school district revenue consists of three main sources, which includes local, state and federal. The local revenue sources account for 74.49 percent and include local property taxes, local income taxes, tuition payments, fees, sales, etc. The state revenue sources account for 21.77 percent and include such subsidies as Basic State Aid, rollback/homestead property tax allocations, and state grants. The federal revenue sources account for just 3.74 percent and include both restricted and unrestricted federal grants such as Title I (Reading), Title VI-B (Special Education) and Title II-A (Teacher Professional Development).

During the February Big Walnut Local School District Board of Education meeting, district Assistant Superintendent Gary Barber raised the issue of 2013-14 school year bell times. Those bell times determine the district’s transportation schedule – one-tier, two-tier, or three-tier busing.

In a one-tier busing model all district schools start up and end their days at the same time, requiring the most buses on the road at the same time. In a two-tier system the district has two start and end bell times, allowing drivers to service one school’s bell times and then another’s, resulting in fewer buses on the road and lower costs to the district in both fleet and personnel.

The 200-foot continuous steel beam bridge over Big Walnut Creek leading out of the east side of the Village of Galena to Sunbury Road and points south, affectionately known to civil engineers as DEL-CR30, is more than 50 years old and structurally deficient. The Delaware County Engineer’s Office website describes the span “… in fair structural condition with notable deterioration of the steel beam superstructure and concrete deck.”

To put it in layman’s terms, the bridge needs complete rehabilitation or replacement, and the county engineer has deemed the bridge a high priority project to ensure that adequate transportation is maintained in the area. A rehabilitation option was taken off the table because the existing bridge foundations would not provide enough support for the additional width needed on the bridge; and the amount of widening that could be done on the existing substructure isn’t enough for the safe movement of vehicles and pedestrians.
